Tell Me - Petitions

A petition gives people a seat at the table – their grievances, their requests, their hopes are formally placed on the record of the Legislative Assembly. These petitions are debated by the people’s representatives and are important in holding governments to account. They can result in real change. In 1792, a petition to the British parliament resulted in the abolition of slavery. In the mid 19th century, petitions in NSW and Tasmania resulted in the ending of convict transportation. In the ACT, notable petitions have called for relaxation of restrictions on shop opening hours and criminal justice reform but many have called for simple changes to parks and facilities. No issue is too small for a petition to be heard – this remains an important way for Canberrans to make their representatives focus on the important issues.

1. Closure of SDN Bluebell petition

The following residents of the ACT draw the attention of the Assembly to the imminent closure of a vital not-for-profit long-day childcare centre in Belconnen – SDN Bluebell, 44 College Street, Belconnen.

For nearly three decades, Bluebell has been a pillar of the Belconnen community, providing exceptional early education and care for over 60 children each year. Its closure in December 2025 will cause a devastating loss for local families, children, and staff unless new premises can urgently be secured. Despite SDN’s extensive efforts to relocate, barriers such as high rental costs, limited availability of suitable sites (requiring space for 60–90 children), planning approvals, and CECA restrictions have left the centre without options. Without immediate government action, families will lose access to quality not-for-profit early learning, and the Belconnen community will lose a trusted and established service.

2. Upgrade of Duigan St Park & Playground in Scullin petition

The following residents of the ACT draw the attention of the Assembly that Duigan Street Park & Playground (aka Scullin Park), located at 22 Mackinolty Street in Scullin, is a well-used and valued green space for families and residents of all ages.

However, the current facilities are outdated and no longer adequately meet the needs of the community, particularly in relation to safety, accessibility, inclusivity and alignment with modern play standards.

Key improvements sought include: the replacement of ageing equipment, installation of soft-fall rubber surfacing for enhanced safety, fencing around the play area, upgrades to ensure accessible paths for people with mobility challenges, shade structures over key areas, and additional seating and community tables.

This petition reflects the community’s desire to ensure that Duigan Street Park remains a safe, welcoming and inclusive space for all users, especially children and individuals with additional access needs.

3. Margaret Timson Park redevelopment petition

Residents draw the attention of the Assembly to the need for more social and affordable housing although believes that the currently vacant site at the end of the park which is currently identified for potential future social housing should instead be incorporated into an extension of Margaret Timpson Park.

Extending the park would preserve much-needed green space in a growing town centre, enhance community wellbeing, and reflect the vision set out in the Belconnen Town Centre Master Plan.
